​Thomas Roach was born on August 20, 1958, in White Plains, New York, to parents Thomas and Ann Roach. He was raised in White Plains and attended St. Bernard’s School before graduating from White Plains High School in 1976. He went on to study at Fordham University, earning a Bachelor of Science degree in 1980. He then attended Georgetown University Law Center, earning a Juris Doctor in 1983.

After graduating from law school, Roach worked as an attorney in private practice. In 1986, he joined the law firm of Kucker, Bruckheim & Stern, where he remained until his election to the White Plains Common Council in 1997.

In addition to his work as an attorney, Roach has also been active in local government and politics. He served on the White Plains Common Council from 1997 to 2007, including two terms as Council President. In 2007, he was elected Mayor of White Plains, and he has been re-elected three times, most recently in 2015.
